Default cooling fan(s)

ok so i have what is probably a stupid question. i own a 2002 ranger duratec. it has both a mechanical and electric fan?! i have also noticed while climing hills or under load the engine has a drop in voltage(what i assume is the fan activating) and then overcools. please help with this, can i remove one or the other?

Could the sensor that controls the electric fan not be working properly. Is your coolant level full? Radiator cap?
