Default Occasional Puff of white smoke when starting 95 2.3

I have done a lot of work to this vehicle, and still have some issues. Sometimes when I start it, it blows out a puff of white smoke. Not always!
I replaced the cracked head on my 95 2.3 Ranger, I also replaced the TPS, Idle Control Valve, Temp Sensor (next to thermostat), thermostat, Fuel sending unit/fuel pump, water pump, timing belt, fuel filter, Canister purge valve solenoid, cat converter, air filter, plugs. I checked for vacuum leaks with a can of brake cleaner (spray), I drained the fuel tank and added Berrymans with a tank of premium Chevron. I have also cleaned the throttle body, butterfly valve etc.

I don't know if it is related to THE ENGINE RACING AT STOPS & RED LIGHTS FOR UP TO 5 SECOND'S BEFORE IT DROPS TO A NORMAL IDLE. TRUCK SEEMS TO RUN WELL. LOTS OF POWER.

Truck is a 5 speed, it had sat up for about 3 years. I know it is using lots of gas while doing this. I don't have a tach, so can't tell what the RPM's might be either. ANY THOUGHT'S?????

Seriously though, Ive got to ask, where is the smoke coming from, drivers or passengers side? Smoke is a sign of something burning (you know that) but the location might help pinpoint what.

White smoke usually means water getting into the cylinder.

a puff of smoke when starting is likely just condensation. does it have any smell or anything? if not, like just condensation.
and engine racing down to an idle, check the iac or vacuum leaks.
