Default Belt squeal HOT alternator pulley

Hey all, nube here. I got a 92 ranger with 2.3l engine. The belt is squealing and alternator pulley is too hot to touch. I replaced alternator(new),belt and belt tensioner(used) last year. Is this a common problem. It's my Dad's truck, only used to haul garbage, building supplies once or twice a month. My car broke down 2 weeks before Christmas, so I have been driving this since(7 months now) and have only put about 4000 miles on it. Even after the new alternator, belt, and tensioner were installed it squealed for about 10 secs then quit after start up. Have used cheap belts and Gator belts with same outcome. All pulleys(water pump, power steering pump, alternator, idler, tensioner) turn freely. Looks like i have to put a new belt on it every year no matter what. So what do yall think?

Take the belt off and see if the pulley spins.. its more than likely seized.

Read thru a few other threads and tried bar soap on the belt while it was running and squeak stopped. Also read use a small wire brush in the grooves of the pulleys to get the rust out, then I'll put a new belt on. has rained on and off for the past 4 days now and read that can cause the rust in the pulleys since I only drive 3 days a week, the rust prolly builds up more. All my pulleys turn freely(by hand) with no noises, so I think they are all good. I'll see after rust cleaning and installing new belt.
