Default poor mileage, varible idel

I had a 1993 XLT 2.3, with a 5 speed, and regularly got 28-30 mpg, ideled a little rough though. I gave it to my son-inlaw, and got a 1996 xlt, 2.3l, 5 speed, and only get 21-22 mpg. this is what I know, the idel flucuates with or without the AC on (worse with AC), but the motor sounds good. The PO changed the fule gage in the tank and apparently didn't connect the neck properly and gas pours out when it nears top-off. It seems to have low end power, but none near the 65mph or above, my 93 would run 85-90 all day, this one wont get to 75 on the salt flats. it has new plugs and wires, no lights on. AS a matter of fact all the instrament lights were blown and I just replaced them all but one. Any advice on where to strat would be appreciated. the motor sounds too good, uses nor leaks any oil to be this sick.

start by cleaning your IAC valve, if that doesn't help run a can of Seafoam in the gas.

whats the maintenance situation?........sounds like a full tune-up is in order.........including cleaning the IACV as mentioned........

what is the IACV valve?

IACV= idle air contorl valve.......what plugs did you install?

my 99 might get 28 on the highway otherwise I am at around 23/24

I don't know what kind of plugs are in it. When I saw the wires were new, he said he instal;ed the plugs less than a month ago. Do you think this may have some bearing on the loss of power at top end, or hwy crusing
