Depending on what you want you may have to fabricate something of your own design, or if you are only interested in getting better air into your engine, you can remove the air silencer and install a drop in K&N or similar.
Or go to this site and have a look at this system: http://www.kustomz.com/184094.html
It really depends on what you are interested in. There aren't very many companies making stuff like this for our old RBV's, but there are still a few.

I saw a picture on here that a member posted of his setup, I think it was a 4 cyl., maybe he will post another.
I would think a drop in would suit you better than spending the time fabing up something.
It all depends on what you want, we will gladly give advice and direction, that is what we try to do here.

I found these two links, the one for the 2.3 I would do, but it didn't look real sanitary in the photos.
The one for the 3.0 is being linked because it is sanitary.
Again, your decision.
STL has a picture of a system done with white pvc that looked very nice, maybe he will post it again.
Either way, it will give you ideas on what can be done.

I looked into making one for mine and found that autozone has universal cold air intake parts with everything you should need.

on a 94 2.3 it has a valve that lets exhaust in to warm the engine and it also has a vaccum hose on it. is that able to be bi-passed? and if so what do you do with the hole in the exhaust where it connected?

If we are talking about the same valve, it has a vacuum line running from the engine to the air box temp sensor valve, another vacuum line runs from the sensor to a valve in the air intake tube that goes to the air box. That valve has a hose that runs to the exhaust manifold. When it is cold, the temp sensor valve is open allowing vacuum to pull the valve on the air intake tube open to allow warm air from the exhaust manifold into the air box and into the engine.
Yes, you can bypass it by plugging the vacuum line from the engine to the air box temp sensor. But this is a trade off, with out the warmer air going into the engine when it is cold, you will notice a poorer idle, and a longer warm up time. it will probably even effect the operation of the engine in the winter when the temps are down during normal driving.
