Default 93 4 cyl. 2.3l starter engages but won't turn over

Hi, I have a 1993 ford ranger 2.3l and recently changed the cylinder head due to a rusted freeze plug causing overheating. I have everything back together but when I turn the key, everything inside the truck works and the starter engages but it won't turn over. I replaced plugs and wires when I had it apart and have checked and double checked plug connections at both the plugs and coil packs. I am considering replacing the coil packs also, but any suggestions as to what else it could be would be greatly appreciated. Thanks.

I assume it ran before you took it apart........I also think you mean it turns over but will not start?............when you put the timing belt back on are you sure the cam was lined up properly......if the cam mark is off a little maybe it needs to be turn all the way around once.......the cam turns twice for every crank turn..also did you put all the screws back in with the ICM

Yeah, both cam and crank are timed at tdc and with two full manual rotations the timing lines back up perfect. All screws were also put back in the ICM. I can hear the fuel pump and the starter engage, but the engine just won't turn over. I'm struggling with it because I've checked and double checked all electrical connections including plug and wire order to coil packs. I'm a little bit stumped but I guess it can be expected since it's the first time I've attempted anything outside of routine maintainance. If the timing was off ANY it could cause it not to turn over? I figured even if it was off a little bit it would still turn over, maybe just sound bad...

I am very confused you are saying that the starter engages the flywheel but the engine does not turn

Put the truck in Neutral. Then put a socket and ratchet on the Crank shaft bolt and see if you can turn it. Did the engine start and turn over before you pulled the head

Could the starter be tuning but Bendix unit is not working

The engine did start and the truck ran before I replaced the head. Maybe I am saying something wrong... What I mean is that I can hear the starter click when it receives power from the ignition but I don't hear the engine turn over. Maybe I am losing power or something between the starter and coil packs? Does this sound like something that could be true? Like I say, I am not a seasoned mechanic... I'm an electrician...

You are saying that the engine will not physically turn over when you try to start it? Try tapping the starter with a hammer while somebody is trying to start it.

So, timing is NOT perfect like I said earlier. It is a little off which I am working on now. Could it being off cause the truck not to crank?
