Default Timing problems

Got A 1991 ranger with a 2.3L DIS, put new timing belt on truck ran great for 6 months all of a sudden it started booggin down and skipping at higher gaers and lower rpm's (short shifting or highway speed in 4th gear) if I down shift it clears up but only at higher rpm's It idles fine. I rechecked timing marks and they are perfect but timing light shows 20degrees base timing at Idle with both spout connecters off. It should be at 10 degrees so why is it showing 20 degrees? any ideas?

my 99' 2.5L on the crank the key-way was TDC but the mark was in between 12:00 and 1:00, same with the oil pump sprocket mark was not TDC, between 12:00 and 1:00
1999 MAZDA 2500SE, 2.5L 4-clanger, 5 speed, Green n slow. Rangers as daily drivers since 1988.
