Is the actuator behind the manifold supposed to hiss when manually actuated?

My runner control valve rust out also.
I got a new one, but I cannot find where the lower vacuum hose, item 9Y445, is attached to. Is there a picture?
Where is it going from the runner control valve? I try to stick my hand behind the engine, but it's extremely tight and I don't feel anything where the hose could be attached to,

Got the same stuck open error code last night and after being unable to locate a new/used IMRC at nearest junkyard for the 2003 2.3L Ranger today (I wasn't going to pay the ungodly cost of a new OEM or Dorman replacement)... I bent the set of four metal tabs together so that I could disassemble the little bugger. Paper towel soaked in gasoline ran through the barrel of the thing and a general clean up of O-rings and everything else inside of it and then reassembled it, bending the four tabs back out to secure the assembly. Really, very simple and straightforward pieces and assembly. [My custom mod (in error) was to assemble so that the original downward vacuum hose port, is now upward.] Attached vac hoses, cleared error code and voila! no more check engine light or error code. Have driven it over a hundred miles after this fix. Big trick was using small vice grips to squeeze the tabs together for disassembly. For my reward, I bought and installed new spark plugs!

Im in the same position as angelo. The hose labeled 9y445 was disconnected at the manifold and I cant find it. Does it connect to the actuator?
