I know this is a wicked old tread but for anyone reading it for help its all very misleading.
there was one guy who hit the nail on the head.

trying to put more air through the intake while keeping the stock throttle body is pointless. you may be able to get a little more(very little) but since your still naturally aspirated your engine wont be pulling in more air through the same throttle body. try forcing it with a ram air

also my 97 with the 4.0 has a round intake which stock, sucks in air from my fender over the wheel well... cold enough for me

you can make one right down through the fender well, unless you go under water alot, the air pulled in does not sit over the tire so the water don't go in, if your worried you can put and elbow on it, by the way you use pvc pipe and guaranteed the air in your fender-well going down the highway is 70 degrees lower than under hood. at idle I would guess it could be up to 90 degrees lower temp than under hood. you haft a put this cold air intake in through the bottom of your air box and fenderwell and know how to use a hole saw.
