fuel atomizes better in cool weather, I get 25-28 in Ky.. less in Florida 16-20..
plus considering when timing is retarded, you have less power response, people tend to be heavier on the throttle
there'e a lot of small variables to consider

It is easy to explore and verify with any set of digital gauges, scan tool etc that plug into the OBD plug under the dash. Personally I have a Scangauge that I keep in the glove box.

Sounds like you need to bring it in to the dealer for a look see. That is very bad mileage for a 2.3/stick. I get 24-25 towing my 1200lb. boat on the highway. Can break 30 on highway only roadtrip. Go to fuelly.com and look at all the other I4 Rangers(have to specify). Mine is named "silver", lots of others to compare.

By the way, how much air in your tires? What RPM are you generally shifting gears?

i usually shift between 2500 and 3500 obviously depending how fast i need to get up to speed and how aggressive ive decided i wanna drive... i know my driving habbits arent the best but come on 15.5 mpg because im shifting a few hundred rpms late makes no sense to me

my 2010 4 cyl xl manual tranny reg cab gets 27 mpg highway driving from el centro, CA to san diego, CA driving up hills and against wind on interstate 8 . if it was a straight highway with low wind speeds most likely i get 28 - 31 mpg at 70 MPH.

That is really weird I have a 1990 2wd with the 2.3 and 123,xxx miles and i get 27 on the 30 mile trip everyday

i have the same problem. i have a 1993 ford ranger 2.3 l 4 banger and i get about 17 on the road. i live in a rural area and dont drive crazy. any ideas?
