Default I think its broke....:(

My timing belt broke on my 96 2.3 and i had it replaced and whenever its gets to 3000 rpm its just bogs down. The timing was even torn down and checked twice. New crank and cam sensors, checked the fuel pressure, and i even checked that it wasnt the exhaust. Anyone have any other ideas??

I have heard that when the timing belt breaks while the engine is running that damage to the valves can be seen as a common side affect.

I don't know that is what's causing your issue or not. Just throwing that out there as food for thought.

AFAIK, that's only with interference-type engines where the piston and valve paths can interfere with each other if they get out of sync, and the 2.3L from the '96 Ranger is not an interference engine (also AFAIK - I'm no expert.)
