Might be the idler or tensioner pulley.

Try the starter. Sometimes the return spring can break or become weak causing the starting gear to chirp against the flywheel until the vibrations force the starting gear back into the solenoid. On mine, it doesn't happen after getting warmed up because the heat expands the metal just enough to allow the spring to be effective. I'm changing my starter tomorrow and will let you know if it's successful in getting rid of that chirping.

I just swapped out my starter and can confirm that this was the culprit of the chirping. I believe it's caused by bad bearings in the starting gear combined with a weak return spring in the solenoid.

It was a simple job. Only three 13mm bolts for the starter, a 13mm nut on the power wire and a 10mm nut on the control wire. You can do it from the bottom without having to remove anything except the battery cables.

Good luck!

I have something similar to this going on. However, it starts up fine quietly like little Ranger's do, begins running for about 5-10 seconds, and then starts making this constant bird chirping (maybe lower pitched than birds chirping) and does it until I give gas to get the engine RPM's increased or start moving. However in certain parts in the low RPM range, it will make the noise while driving as well.
