Default 1996 Ranger Starting Problem

I've searched the threads but cannot find someone with a similar problem, so any advice provided would be appreciated...

My girlfriend's Ranger has been sitting in her driveway for about a year, and it's time to get it running. It has a brand new battery but will not start.

With clutch depressed and key turned, a single click comes from the fender-mounted starter relay. Following the troubleshooting advice in the Haynes manual, I ran a jumper wire from the battery to the starter relay and the starter cranks.

The testing advice in the manual ends there. What would be the next thing to test, and how would I test it?

sounds like it could be the fender relay itself.......test for power on the side of the relay at the wire that comes from the "starter control circuit" I have heard of a faulty clutch positioning switch allowing just enough power to the fender relay to click the rela....both parts are cheap fneder relay $20 CPP $30
