The compressor on in the defrost mode is what you want, The ideal is to "dry" out the air to keep the windows cleared in a rainy day.

I know in the past cars I've had, the compressor shuts off in the winter, I think there is a sensor telling it, "Hey, it's xx˚ outside, compressor is not needed since the air is cold enough and the heater will now dry the air to keep the window cleared"

That's why you see on some car that has a sticker saying not to use Recirc mode in defrost. (One that has push button recirc/max A/C)

so floor and vent are the only ones that a/c don't cycle? good to know and do you know just how much power is lost do to the a/c have heard it like almost 33% in a 4 banger and 27% on a six banger and only like 3% on a 8 cylinder

Yep, just those 2 settings.. I am going to make mine so the compressor will only click on if the new switch I install is turned on.

I will do a write up with pic's when I get done with it. But basiclly its just cutting the power wire to the A/C compressor & splicing in a on off switch. When the switch is on, it will let the A/C compressor do whatever it wants to do normally. & if the switch is off you can still run the other setting like defrost without the compressor kicking on..
