Default 92 4cyl Top end noise

I just purchased a 92 ranger with the 2,3l 8 plug engine. Motor runs good and has good acceleration. It does have loud noise coming from the valve cover. Sounds like a loose rocker arm would. I pulled the valve cover off and I can't see anything majorly wrong at first glance. It has the roller system with cam followers. I tried pushing down on the hydraulic valves and they collapse with very little effort. Could this be what is causing the noise? It changes with engine speed. Not sure what else to check at this point. Any help is appreciated. The engine has 98k miles on it and a 5 speed.
