Default need help 2.3l timing belt

have everything all torn down in the driveway, got the belt on. set the crank to TC with the cover. Set the cam pulley to right where the point of the triangle hits the little line on the inside cover where the peep sight is thru the outter cover. Crank it around 2 times by hand everything is still lined up. Hop in and it doesn't start, go back out and check everything and its 10 btc. have had it happen 3 times and its getting frustrating... ideas?

Try taking off the spark plug from cyliner #1, and mark sure that it TDC. I've heard that there are two possible possitions that will align to the marking with.
