I think I would try a prybar between the block and the starter motor. It appears you have a lot of corrosion, and that could be holding things together. You will have a fun time trying to get the sheared bolt removed.
Given the bell housing is aluminum, you may be able to weld something to the stub of the bolt and have a perch to torque on. Heat will likely help break it loose.
From what I can see, all bolts are out(3, I see), and the starter should fall off. It might just take a good 'jar' with a hunk of 2X4 to break it loose, but be ready with something to catch it so it doesn't smash human parts.
