Angry Main bolt threads pulled out of block

I was building 2.3L i4 today and when I went to torque the main bolts the bolts did not hold any torque on four of the bolts. I put the bearing in place and put the lower structure in place and very carefully used 3/8 air wrench to snug it in place. I then taped on it to make sure all bearings were in place. I set my torque wrench to 63 ft lbs and the first bolt just spun, no resistance. OH SHUCKS I exclaimed! I pulled it out and the threads that should have been in block were now on bolt!! I removed all the other bolts and four were good and three came with the threads. What do I do now, what did I do wrong? The guy at the machine shop insisted I over torqued the bolts but I know I didn't not even close!

I predict you have three choices: different block, thread inserts(heli-coil type), and oversize(drill & tap).
Were the bolts the proper length and in the proper holes? Did you have threads ~3/4 of the way onto the bolt thread(or more)?
Could you have gotten the wrong bolts?
What did the machine shop do to the block? If they did anything that would have required torquing the main caps & 'girdle', maybe they diddled the block.
