Default Heat Stays On

I have an ongoing problem on my 97 2WD 4cly in that the heat is constantly on, regardless of position of the location switch. The coolant level and radiator are fine and it is not over heating although the two coolant hoses that come from the dash are extremely hot. The temp gauge remains in the middle. I have not tried the heater door blend fix yet. The AC does not work because it probably needs a refill, but I should still be able to blow unheated air. I guess I should try to change the thermostat too. Any ideas? thanks

I'm pretty sure the temp is controlled by a cable actuated valve. The valve might be bad, the cable could be broken or disconnected or there is something wrong with the selector knob in the dash.

Thanks for the comments. It turns out that the tube to the pneumatic valve was burned in half; apparently I must have moved it to something hot while messing around. I repaired it and now everything is fine. Amazing how something so minor can cause so many problems.
