Default OBD2 prot not working?

I have a 2006 2WD 2.3lt 5 speed. It won't pass emissions due to the OBD2 port not working. I checked the #17 fuse and it is good. I replaced it anyway and still won't work. Here's were it gets confusing. I pulled out my multi meter and tested the port and I have 12v at the top second to right pin, but no power to either the cig liter or aux power. Any suggestions?

Try fuse #29 it's 20 amps

According to the owners manual for a 2006 - it's fuse #29.

Changing the turn signal/ flasher fuse won't make the diagnostic port operational. In the owner's manual #29 is the fuse not 17.
Owner's manuals do have information like that in them.

Along with what has been said, you're checking for voltage on the wrong pin. Pin 16 on the OBDII connector is hot at all times; when viewing the connector as if you were to plug something into it and if sitting in the drivers seat, pin 16 is on the lower right of it.

If its like my 02 it should be on the same fuse as the cig lighter, which explains why your cig lighter doesn't have power also.

http://pinoutsguide.com/CarElectroni...2_pinout.shtml If you look at this pin out you should take a multimeter and turn it to 20 volts DC. Turn your key to the on position you should have around 12 volts at pin 16 and less than 500mv at pin 4 Now turn your key off and you should unhook your battery for this test. Switch your multimeter to the lowest setting on the OHMs settings and hook one into to the PIN 6 and the other into PIN 14 and you should have 60ohms. Post results from meter reading and Ill help you from there. Im not 100% sure your truck has can bus but this will work if it does.
