Thank You for your help...yes fuel pump was changed but i have removed the pump and checked it out and put it back in the tank..I removed the line at the regulator and theres gas flowing thru there..not sure what else to do.. I have also started a new thread which has extra info. Thank you all..........ok got fuel going to the rail but no start..i found set of wires not sure where they go but theres 4 in a tube....2 white 1 sorta like a light purple and a black..they were hanging on both sides of the motor i followed and they joined at the back of the motor in a pigtail..i have no idea what these wires are..by the way i found that the reason my fuel pump and what seems to be the regulator are running is that the person i had look at it went to the relays and connected a wire to the ground of the fuel pump relay and the ground to the EEC relay and joined them together..not sure if thats what is keeping it from starting tho

Wow I had no idea that you had so many issues variables. You better start from scratch and check each and every item that was disturbed/altered/changed. Sounds like you have a cascade of issues that are contributing to the problem(s) and until you sort these out and correct them your forward progress and problem elimination is very limited.

I believe it to be the ECM/PCM. Nothing else really it can be..thx all

Have you tried turning it over and spray a tad of starting fluid in the throttle body to see if it runs at all??

Yes it does start using ether/starting fluid

K it's not the ignition system--- It still sounds like a mechanical problem with the fuel sys
I'd do some heavy checking on the wiring by the way you've described the situation get to a wiring schem.
Have you checked for codes??
oh check to see if you have power to the injectors
when the ignite on they are hot all the time--and they work by grounding the appropriate injectors when needed by the commands of the ECM.
