Stuck open would indicate that the solenoid control isnt working or that the actuator doesnt work. Considering its a new manifold, I doubt that its the latter. Try pulling the line that goes off the solenoid and see if it has vacuum, and that the vacuum goes away as the engine approaches and passes 3000 rpms.
This design is absolutely amazingly stupid. I personally would rather have a plastic valve cover than this IMRC crap. I have a 2002 2.3l as well. I just tonight got done installing a new intake manifold, and the truck only has 85000 miles. Fortunately for me all the vacuum lines and the solenoid look/s new. The ball on the actuator was heavily worn and about ready to pop out of the socket end (on the old one). It also had very heavily worn butterflies. My plan now is to keep an eye on the ball/socket of the actuator and replace the manifold every 80k miles or so
The manifold used to be about 180 dollars just a few years ago (straight from a ford dealer)- now due to the failure rate theyve jacked the price up to over 290! I may very well change the camshafts, exhaust manifold, intake manifold, MAF sensor and the ecm to a 2004 model the next time I have to replace the manifold.
One guy on this forum had this IMRC crap destroy his rings!
