I live in Florida, it rarely gets below 40 degrees here, I don't think it's the freeze plugs.

Your "mechanic" should have put an infrared temp reader on it and/or hooked it up to a scanner to see what the ECT sensor (sensor ecu uses to read coolant temp). He also should have read the codes. I would find a new Tech.
I think the temp gauge sensor is in the head, driverside. Sounds to me like that temp sensor is bad.
go buy a code reader, read the codes, post the actual #'s here.
Fyi. These engines run cool. It's hard to get them warmed up in the winter

You want to use a 190/2 motorcraft t-stat. It is possible to get a code and a crappy running truck when running without a t-stat.

Does the gauge start off in low when it is cold and then go up to hot after 5 minutes or so?
I am repeating what was said already. If you use a crappy Aftermarket tstat without a bleeder you can develop an air pocket. Air pockets create havoc. Does your heat work?
