Default I Desperately NEED Help getting TDC

I have a 1990 2.3, that broke the Timing Belt. I can't afford the $300+ they want to repair it, so I am trying to do this on my Own. Even though I'm not all that 'Savvy' on this kind of work. And I have tried to get it TDC twice, and each time I have it Right where it's supposed to be -according to Haynes- I will hand crank it a few times to See if it is..., and it Always Stops at 11. Not at Noon.
One guy said that it's "Out! X amount of Degrees!" (I forgot just how much he had said.) But regardless; I don't know what "Out" means.
I would really appreciate your help!!!

out just means it's out of time by x amount. I've always found TDC by pulling the number one plug and feeling for the compression pushing against my finger

Since I don't have much feeling in my fingers, I took Both #1's out, and put a Screw driver in there.
Logan, if I set it to Noon, and the hand cranking only brings it to "11", what do I do?

Not sure what you mean by only brings it to 11. Find the timing mark on the crank shaft belt sprocket. Then locate the mark behind it, and turn the crank till they are lined up. That will put #1 piston at TDC. Then line up the cam sprocket mark with the pointer behind it, that will give you TDC compression stroke.

Tomboy, I don't have a mark Behind Either Sprockets. There's a "Cover Pointer" for the Cam, and the Mark is on the Sprocket itself. As it is with the Crank Sprocket. and a TDC on the Crank Case Cover. But Trust me when I say there is Nothing behind either sprocket. I have looked; cleaned; looked again, and nada.
I'm just wondering if the Auxiliary Sprocket should go in the 6 position instead of 12...
