So test the gold colored metal part on the left. Ignore the black plastic sensor, for now. The solenoid connector underneath has 2 wires. Disconnect it and bring it to your workbench. When NO power is applied, you should NOT be able to blow air through it. When 12V is applied across the 2 pins, it should CLICK and then you EASILY should be able to blow air through it. THe solenoid itself looks like this:

Well, there's your problem! You found it. Yay! Replace the solenoid. It has two rubber hoses that just pull off. I'd replace the hoses too, if they're no longer flexible.
