Sounds normal, if your getting more heat in the cab now, your temp gauge will be lower because your pulling more heat from the engine and into the cab. When at idle less rpm's and this cold weather, along with the heat going into the cab, your temp gauge should be really low like you mentioned. Also, when you see it hit normal operating temp, is it right after turning off the heat, or turning it down? Because either of those would increase engine temp.

She has had the truck for years and it just started doing this. It is 61 degrees at her location.

I guess I didn't catch that is 60*, thanks for letting me know. but if the heat is working after the coolant flush, then the cooling system is working fine. So maybe the coolant flush damaged the ect sensor, simply telling the dash an inaccurate reading, or it could be in the signal wire, or the gauge on the dash having extra resistance, electric components do wear out. Did you remove the ect sensor wire during the flush? You may have got moisture in the connector= resistance in the signal.
