Try checking your transmission fluid. It needs to warm up before it can go into gear especially if it i low on fluid.

The interlock is up to the left of the steering column. If you remove the kick panel and the metal you can see it straight back. With it unplugged it should release. I know this because mine had come unplugged and I could shift without applying the brake

There is a shift solenoid under the dash bolted to the left side of the steering column. It can be seen when you remove the plastic bottom cover and the metal cover behind it. It is gold color and has a wire connector. Disconnect the wire and you will be able to shift from park after you start the truck up. I had the same issue only able to get the shifter to move if I turn the key to run.

The brake light switch only needs replacing if the brake lights don't work and it's not the fuse. I've encounter your problem on my 2000 ford ranger. The problem is your shift solenoid which is located attached to your steering column shift tube with 2 screws. It's a 2" gold colored cylinder shaped item with a wire attachment underneath it. You can drop the steering column to get access to it to replace it or bypass it by looking underneath dash and unplugging the wire clip. You may have to gain access by removing the plastic panel (4 screws) and metal panel (5 bolts) beneath the steering column. It is then easily seen. The solenoid has a white pin plunger that won't push down when depressed causing the lock. Pulling the wire harness out stops this lock and the pin moves downward allowing shifting. I saw no need to replace the solenoid then.

Along with the two correct answers RE the shift interlock, it is possible to remove the electrical plug w/wires leaging to the unit without dropping any panels. Go in there with a needle nose and maybe a small screwdriver to release the lock.

*I unplugged mine back around the 5,000 mile mark and never looked back. IIRC it's right under the steering column itself, can't miss it!

Before anything is done with the shift solenoid on the Ranger, check fuse #9 if blown. This controls the shift solenoid. Only pull the wire if this fuse is ok and you can't shift out of park.
