Default 94 ranger 4.0l automatic wont shift out of first

first off, this is not my truck, its my father-in-law's, and it has me stumped,

he called me the other day and asked me to take a look at the truck for him because he thought the TPS was bad, however, no engine code.

when i asked him why he thought it was bad, he said it was because the trans wouldn't shift out of first gear unless he lifted his foot slightly off of the gas at around 3k rpms... now, i don't know a whole lot about the auto trans in these trucks because the only truck's i've had have been standard transmission...

my first thought is that the trans filter is clogged [due to the trans fluid being about half a qt over full on the dipstick(checked running)]

second thought is that the speed sensor on the trans is bad....

anyone have any other ideas.

time is of the essence, I haven't been able to find anything using the search feature above (sorry if i haven't looked hard enough, went through about 5 pages of results before i decided to register and post)

Right on top of the pumpkin on the driver side. It is held in with a bolt. This is 90% the answer to your problem.

The sensor on top of the differential only controls automatic tranny shifting for 1998, 1999, 2000 and maybe some early 2001's

The tps is a possibility.
