Default 93 4.0 vacuum issues

I was thinking of buying a 93 4.0 ranger but there is an issue with vacuum. The guy selling it doesn't know what it is, exactly, but it causes the engine to run 'not right'.

There is a hose up by the firewall, right on top, in the middle of the engine compartment...(wishing I had pictures) that he has put on a vacuum input.

I don't and he doesn't believe that it is proper, but maybe someone can help me figure out how this is supposed to look with a picture? We think there is a hose or two missing or out of place. The engine runs, but the idle is up and down, not choked out or anything, but...

I need to know if this is an issue.

The truck is really clean and only 84000 original miles. I want it... but I need to know if it's worth it!

Could this be the PCV valve missing?? I wish I took a damn picture...
