Also check the PCV tube that runs along the back of engine, they're know for getting soggy and collapsing.

Does it have a plastic upper intake...?
My 97 had the same problem, I only noticed it after I installed a Free Flow intake.
It was so loud, I eventually took an aluminum upper intake from a 94 and installed it.
No more howl.
If its plastic, its basically the same as blowing over a pop bottle, thats where the howl comes from, just air blowing accross the intake ports.

It is possible that the IAC is no good, even though it is new. Try unplugging it, it should not run high idle, should be low as if to stall. If it still runs high, then I would look for vaccum leak.

I have had them go out in both of my rangers
(96,97). Both manuals. And when I would shift the idle stayed high. Those are generally all the same on fords, I have one from a 99 expedition from the bone yard. In fact, everytime I hit the bone yard I grab any IAC valves I can find...!

actually if you unplug the IAC, it should run high, if my memory suites me well. The rubber elbow that I mentioned, if pinched or if it has a hole could make that same noise. The intake should be plastic, I dont remember a 4.0 SOHC that wasnt. I just realized you said it only happens in first gear... NOW THATS ODD....

On my 96 the IAC went bad, (Idle was staying high when I shifted).

I unplugged it and it idle'd very low, almost to the point of knocking.

I couldn't get down to the boneyard to get a new valve because I could not take my daughter in there with me.

So, I had it unplugged for about a week and I had to adjust the little screw under the throttle body to keep the truck from dying out on me. I actually had a hard time driving because when I shifted the truck would drop in rpm so quick having it unplugged.

Maybe on the sohc motors it will run high if unplugged, I don't know, mine is ohv

Just my .02
