On my 99, i released the pressure by disconnecting the inertia switch under the right side of the glove compartment while the engine was running, BUT you should do it with a COLD engine. My engine was hot, and when i disconnected the fuel line the gas in the fuel rails must have boiled and i got drenched in gas!
I had trouble with the quick disconnect tool. The correct procedure is to insert the tool until it stops. This lifts locking fingers inside the connection. Then wiggle off the line. Pushing harder on the tool does nothing, you need to hold the tool in to the stop but must tug the line away from the filter and tool.
