Default How to do Fuel Pressure Damper Test

Hello,
I have a 1998 Ranger 4.0 4X4, 5 speed manual. Does anyone know how to test the Fuel Pressure Damper?
My neighbor who is a mechanic said this is the Fuel Pressure Damper (see attached picture) and not the Fuel Pressure Regulator. He said the Regulator is in the fuel tank.

Why are you worried about testing it? What symptoms are you experiencing that lead you to believe there is a problem with your truck?

Hello,
The truck began to hesitate severely when accelerating when going up a hill and accelerating hard on flat ground. My neighbor who is a retired mechanic hooked up his code reader, he didn't find any codes for the ignition system. He suggested I replaced the fuel filter, air filter, cleaned the Mass Air Flow Sensor and replace a solenoid for the EVAP system next to the gas tank. None of this fixed the problem.
Next we connected the Code reader and attached a fuel pressure gauge, the pressure read I think 50 or 55 psi continually. But now the truck even ran worse, more hesitation. He thought it was odd that the pressure did not change even when it was hesitating. His suggest was to do a test of the Fuel Damper first. But he thought problem could be a lot of things.
That being said there is another problem I realized. I'm pretty sure there is a vacuum leak. I've heard a whining maybe whistling sound which comes and goes for quite a while. Usually after driving for 15-20 minutes, but not all the time. I didn't know what it was and the truck ran just fine so i lived with it.
So I'm not so sure it's a fuel issue, maybe it's a vacuum leak. I'm trying to find out how to test for a vacuum leak on the forum and YouTube.
