Default ECM died after reconnecting chewed wires

Rats or mice chewed through the wires on the component I have pictured here. When I soldered new wires to the component and reattached to my Ranger, I got surging, hesitation, etc. No communication with the ECM. Curiously, the Ranger ran fine before I tried to rewire the component.

First question, what is this component? I've assumed it is something for diagnosis, but can't find anything in the wiring diagrams.

Second question, any idea why my ECM would die upon reattaching the component?

Update - With some research, I've narrowed down what the component is. It is either the Octane Adjust Shorting Bar or the inline SPOUT connector. While I see that both have something to do with engine timing, I still don't know whether my fooling with this component could have been the cause of ruining the ECM. Any thoughts?
