Default Need help identifying part/problem

I have an 02’ 4x4 XLT (4.0L). I recently noticed some build up on an engine part and some hoses, but I can’t seem to figure out what the part is. In the picture I’ve attached, it’s the cylindrical part that has the single bolt in it. It has a small hose attached on top, a larger hose/elbow attached in the middle, and another small hose attached on the bottom. It’s located toward the front left of the motor, under the plastic cover and throttle cables. Could someone please tell me what the name of this part is, what it is supposed to do, and where the buildup on the parts and hoses could possibly be coming from? I realize it will be hard to tell what the problem is just by looking at the picture, but any suggestions would be greatly appreciated.
