What is broken with the sensor, the sensor itself or the plug? If it has a single wire running to it, it is the engine coolant temperature sender for the dash gauge. Cheap part, easy to replace, just remove it and install a new one. There will probably be some coolant leakage FWIW. You will need to retop it back off. I usually teflon tape the threads in such a fashion that there's still a good ground between the lower intake and the sender threads.
The pulley, I would sand the rough edges with some very fine grit sand paper "with the grain."
