Default Fuel pressure test on sohc?

Can anyone explain the fuel pressure test procedure for sohc when there is no regulator to plug vacuum line into. Just plugged into the Schroeder off the back of passenger rail I am only getting 50 psi running. Doesn't change at all with throttle up to 2k. Spec is 60+

The regulator is on the drivers side, way back against the firewall and is vacuum controlled.

Yeah, I changed the fuel filter and have made a dozen other changes trying to fix a cutting out around 2k rpm. Screwed the fuel tester in better this afternoon (still nothing to put the vacuum on) and got 65 with koeo and about the same with koer. It fluctuated with throttle, but I still can't get throttle past 2k.

Actually, I can trottle to about 3500 at cold start, but within seconds, it boggs down at 2k. Whole motor shakes and often dies out.

Jdu, no codes. Had a brief misfire flash but it didn't stop anything. Now won't drive enough to throw a code.

That's actually the damper and is expressly stated in the service manual not to be confused with the regulator.

Thinking of the earlier 4.0 SOHC's on explorers, they had a return style fuel system, calling for a regulator. My bad.
