Default 2001 Ranger won't start

I have a 2001 Ranger that will not start when it's cold unless the engine block heater has been plugged in. When I go somewhere for more than a few hours it won't start to get back home. Battery is brand new. Any ideas??

No. Not trouble lights. Motor cranks but won't turn over.

Sub'd. Just started having this issue regardless of engine hot or cold. Changed fuel filter before winter hit on mine and ran perfect up till a week or two ago

Cranks strong like normal, voltage is good. Sometimes it fires, hangs around 500 rpm for a second then stalls. Sometimes it just cranks. If I cycle the fuel pump it starts right up and runs like a champ once it starts. I think I've noticed that when turning the key to cycle the fuel pump, the pump doesn't always turn on with the key
