I am getting 15-16 on the highway with a bone stock 4.0 OHV with 104,000 miles, winter is a crappy time to try to calculate gas mileage. In my experience with the additives they put in the gas in the winter it kills the gas mileage, between that & if you warm up the truck before driving it.

my stock suspension Ranger with 32's gets around 14 mpg city, so a lifted Ranger with 33's getting 12 mpg city is normal.

Gearing, tire size, and right foot weight all play a major role. What gears do you have now? I get 17.5-18.5 mixed with 33's and 4.56 gears. With 3.73's and 33's I was able to average about 19 mixed.

I used to get 14 in town. nowadays I get about 11. I ain't complaining (truck has 9k miles, we don't drive it a lot)

14 with a lift and big tires bone stock sounds right. Make sure you've calculated the mileage properly with the new tires. you need to take the new tires size and divide it by the old stock tire size. That number times the total miles = real miles. Then do your mpg calculations. EX: 32/30 =1.0667. 1.0667x170= 181.33 miles.

Yeah, your mileage stinks, even with a lift.
You have to consider where you live, It's not exactly warm right now. Stop and go traffic is brutal on mileage.
Your lift and tires are certainly going to have an affect on your mileage. Get your speedometer re-calibrated so that your odometer and speed are correct. Keep your RPM's @ or under 2000. Don't idle your truck in the morning, get in, start it up, and go.
IIRC every minute you idle, is 1KM/Mile of distance in wasted fuel.
We in Canada have a "mandatory" ethanol content in gasoline for the regular, and plus (middle) grades of fuel. Before switching, you will have to look at your DriveClean results. A higher grade of fuel could throw your readings out of spec. (That's right, higher grade of fuel is not always better). They also change the fuel blend in winter, so we are now running winter gas, which is less efficient.
Check your O2 Sensors, if they are getting on the edge of spec, replace them. An air filter is a few bucks, replace it. Check your plug gaps, and adjust or replace as needed. Get your injectors cleaned. Check fuel pressure.
Believe it or not, your boom box will play into it as well, since you have to work your electrical system to power your amps. It's not much, but it's something.
Use a laser thermometer and measure the heat fore and aft of the CAT, roughly an inch or two. It should be hotter coming out, than it is going in If the output temperature is the same as the input side, or lower, then your CAT is not working properly.
Change your oil, use quality oil, I am not saying you need to use Royal Purple, but dollar store oil I would not use.
The biggest thing is how you use the gas pedal. You don't need to get to the speed limit in the first 10 feet.
