Default Only ONE Chain Tensioner Washer?

Ok so I'm doing a rebuild and about to install the new chain tensioners, but the kit I got only has one crush washer in it. I looked around a bit and it seems like all the kits come with only one washer. WTF? what gives?

Ok some follow-up for anybody that comes across this thread:

The chain tensioner washer goes on the front chain tensioner (the bigger one that sticks out a few inches). If you look closely at the two tensioners you can see a slight difference where the oil hole is near the hex head. There's a very slight difference in the thickness of the shoulder under the oil hole, different by almost exactly the thickness of the washer.

I put the washer on my front tensioner, torqued both tensioners to factory spec, I believe 32 Ft-lbs (off the top of my head so double check this) and no leaking detected whatsoever from either tensioner! Woop woop

I am doing this job right now. Neither of my old tensioners had washers installed when I pulled them. I installed the same way without washers and the lower one leaked really bad when I started the engine. I just order a new washer (part number XU2Z-6M252-AA because stupid Ford doesn't include one when you buy a tensioner). I read elsewhere that only the lower tensioner needs the washer so I will install it there and let you all know if it stops the leak.
