No, the switch can fail in certain positions as well, otherwise, it could also be that the shift linkage (the link between the shifter in the vehicle and the transmission) is worn out and will not properly engage the vehicle in park, it could be worn in the column, assuming this is a column mounted shifter, or at the transmission. They can be adjusted but I would just go ahead and replace it if he can afford that or do it himself.
