We see it in all makes and models when we do a bumper replacement here at the shop. It sometimes is because of being bumped or pulled, but a lot of the time it is just not adjusted properly. You should have no problem adjusting it if you just loosen the brackets slightly, pull the tilt out, then tighten it all back up. Sometimes you have to shim the bracket at the frame with a washer or two.
