Default Flex fuel

I have a 1999 ranger 3.0 flex fuel and have a flex fuel sensor code.
I was about to change the sensor when I checked the voltage at the wires.
I have read that I should have 12 volts on one wire, 5 volts to a 2nd and the 3rd is ground.
I have 12 volts to 2 and the 3rd is ground.
any help would be appreciated.
