Default 1993 3.0l distributed no spark advancement/retardation

I have a 1993 ford ranger XLT with the 3.0l 6 cylinder, timed to 10 degrees btc with the spout connector out. with the spout connector in its at 20 degrees btc but does not advance nor retard under load and rpm's and will not return to 10 btc at idle. what controls the spark advancement/retardation in this model? will not pass emissions in GA the NOx is to high, by about 600 ppm. Any intelligible help at all would so very much appreciated, im at a loss thank you all so much
