Default 2000 ranger 3.0 2wd VERY loose rocker arm

So I just did the heads and gaskets and found 1 VERY loose rocker arm and 1 slightly loose. Tried different rocker arms, but no dice. Torqued down to 20 lbs but it's still super loose. And ideas?

Is the pushrod seated properly in the lifter? Valve spring broke? Did you do the heads yourself or take them to someone?
