I've had a few full size Buicks with the 3.8 that got 30mpg on road trips loaded down with family and luggage.
So, OHV technology isn't the sole problem.

Oh yeah, the 3800 gets really good gas mileage, even the later, 200HP ones do, a little bit better than Vulcan Taurses do. I think GM's in general get batter MPG than Fords. The Chevy 4.3 in the S10's got about the same as the Vulcan, maybe even a little better.
