Off hand I'd say you still have a bad ICM, or the ECM is receiving false information, and is responding by raising the idle to compensate. IE. temp sensor is telling the ECM the engine is cold, ECM thinks the AC is on, etc..
You really need to run a code scan. You may go broke if you keep guessing at what's wrong and keep on replacing parts until you happen to hit on the problem.
Code scanners are cheap, and you can easily find the answers to what each code means
on the web.
