Default 99 ranger revs to 3k and idles there for no reason

I have a 99 ford ranger xlt with a 5 speed manual transmission, when I'm driving it, it revs to over 3k rpm and holds there when I go to change gears, it only revs after the rpm goes over 2k, it wont do it while I'm not moving only when I shift gears or I'm actually moving, I've changed out the idle control motor and all the other o2 sensors are brand new. The truck doesn't rev when the icm is unplugged though. Any ideas as to what the problem is appreciated.

Off hand I'd say you still have a bad ICM, or the ECM is receiving false information, and is responding by raising the idle to compensate. IE. temp sensor is telling the ECM the engine is cold, ECM thinks the AC is on, etc..

You really need to run a code scan. You may go broke if you keep guessing at what's wrong and keep on replacing parts until you happen to hit on the problem.

Code scanners are cheap, and you can easily find the answers to what each code means
on the web.

Sorry, but that's all I have to offer without knowing what codes are present.

Good luck.
