need to get better gas milliage whats the best spark plug and wire set?

from my understanding it is best to use Motorcraft double platinums on the 3.0

Oye. There are two different questions here

1) The best and ONLY sparkplugs you should ever use in any Ford truck motor is Motorcraft or Autolite. No other brand will work properly. Do not look for logic in this. Just trust us. Unless you want to shoot a plug through the hood.

2) There is no such thing as an MPG improving sparkplug or wire. That isn't how these things work despite the snakeoil TV commercials and magazine ads. Old beatup and failing plugs and wires can bring down your MPG and performance. But there is nothing "better" you can buy that will improve your MPG over motorcraft or autolite plugs.

MPG is all in how you drive and keeping your regular maintenence on track (plugs, cleaning the intake, oil, operating temperature, etc etc). You can not bolt-on, clamp-on, pour-in, or plug-in fuel economy despite what you see on TV infomercials. The only thing that actually helps is a performance tuner, and they cost over $300. You can, if you try, get another 3-4mpg out of one, but you just spent the difference on the tuner.

You will improve your mpg's with new plugs but only if the ones you have now are toast. You'll never get it to do better than when it was new.

I forget what kind of plugs I put in last spring but they weren't motorcraft or autolites and this winter they were shot. Motorcrafts are in now.

How often should plugs be changes and should they be cleaned?

They're good for 70-100k and do not need to be cleaned. A properly running engine will keep them clean. If you are running rich, it will gum them up. If you are running lean, it will burn them up.
