Well one guy did a real test with one and he did see minor power gains at low RPMs but the engine quickly overcame its flow capacity at high RPMs. I wouldn't waste the time and effort with it.

It reminds me of the Tornado swirl thing that was supposed to swirl the air around to make for a better air/ fuel combustion or something like that.
