Default loss of power when towing uphill

Hi. Can anyone help me with my automatic supercab Ranger 96 3.0.
I have a trailer with my aluminum boat, which must weigh no more than 700lbs. When towed uphill, is frustrating not being able to accelerate to more than 30 miles. My mechanic told me that the engine is perfect (134000 miles) .
Someone could help me with any suggestions or advice.

When the mechanic said 'the engine is perfect', does it mean it was recently tuned up? Do you experience that condition when you are not towing?
