Default Does a 2001 Ranger 3.0 have a rev limiter?

I own a 2001 Ranger with a 3.0 v-6 automatic If I am in nuetral or park... and I rev past 3 rpms the engine seems like it is not receiving gas. It kinda bucks and snorts. Never noticed it before. It does not happen when I am in drive and I accelerate. Any thoughts on this?
